How can I: domain user rights to disconnct term srvsr sessions?!?!?!

Hello everyone.

sorry for the confusing subject line.

what I am trying to do is give a singular member of the domain user group rights to be able to disconnect sessions using the remote desktop services manager in windows 2008 r2.

I have tried adding this users AD account to the administrators group and he cant disconnect the sessions either.

does anyone know how I can accomplish this?

and if I am in the wrong forum please let me know, i searched for terminal services and even remote desktop with no results for a forum.
