HOW CAN I DISABLE

hi,
i really tried hard to disable the mouse wheel, i was given this code below but it didn´t work, can you work it for me and see, what is wrong, or if you have another please send me?
Here is the code that I am using:
It includes 3 modules:
Module 1 (a Standard Module named basSubClassWindow):
