I am developing ADP, and I would like to deploy it to the clients with various platforms such as Win95/98/NT. As far as I know, ACCESS runtime can be installed on clients machines, but it doesn't work with adp files. I use sql server 7 as a db server, so i would like them to be able to access the data from their workstations.

You don't have to use ADP. You could just use Access as your front end to the SQL Server back end using the Access upsizing wizard.
