If want to get your own domain (which costs money), run a search for domain providers on a search engine. Compare carefully for price and what you get for it--some charge a lot and don't much, while others have better deals.

These services either supply you with free tools, or let you work you site online. You don't need to know HTML or purchase a program for making the site. I have a site with each of these to maintain familiarity when working with people on sites.
You don't need to buy a URL with either of these either. Starting with a free site is the best way to go. Once you have your site perfected and want to grow, you can purchase your own domain name, (don't spend more than $14.00/year) and hosting which you can get as cheap as $1.40/month.
