How can I create an auto-welcome mail for new mailboxes?

Hi there, hope someone can give me some pointers.

I'm looking to send an automatic email to new starters when their primary email address is created; Welcome, here's the helpdesk phone number, etc.

Is there a way of automating this in exchange? Or can anyone think of another way I might implement it?
