We use a Norstar-PLUS Modular ICS 3.0 system that we purchased from US West (now Qwest). I looked through the System Coordinator Guide but didn't find what I needed. Our rep at Qwest says that I need to schedule a service call. Can anyone here walk me through the procedure or tell me where I can find the instructions? .

when you say unrestircted what exactly do you mean ?
you can give any phone Line apperances but they will have what ever restrictions you program in . or any range privlages you might have with the carrier .
If it just to give someone a line apperance to there phone
f**266344
config 266344 (default password)
select terminals and sets
then the set
example
DN 221
then select line apperance
then add the line you want to the phone

If you are looking for something else let me know If I can't help you there are alot of people in the forum with the knowledge to help you .
If you find a tip helpful Please take a moment to mark it as such.

One of our DID numbers/phonesets is programmed not to allow calls that begin with a 1 or a 0. This means that the phone cannot make long distance calls. How can I remove this restriction?

Change the set filter to 00.
Logon, Terminal&Sets,SHOW, enter set #, SHOW,press NEXT until you see Restrictions,SHOW,NEXT (Set restrns),SHOW,display shows Normal:0x, press CHANGE, enter 00. IF you use night service-press NEXT and CHANGE and enter 00 for that mode.

When I get to the point where the display should show Normal:0x, instead it shows --End of List-- with no additional options.

pacaplow: there's an oops. try this, get to the point where you see Restrictions,
press SHOW,display shows Restrn filters
press NEXT,display shows Set restrns
press SHOW,display shows Filters
press SHOW,display shows Normal:0x
press CHANGE,display shows Use flt:__, enter 00
press NEXT,display shows Night:xx, change if needed.
let me know what happens.

Whoops! I just found out that I was using the admin password instead of the programmer password. Now it works. Thanks so much for your help.
