My ISP changed my IP address yesterday how can change the MX register in my server. I have an static IP.

Ummm..do you mean they changed the IP address of your server, which serves as your email server?
Change your IP on the server with the properties button for TCP/IP(right click Network Neighborhood -> Properties -> Protocols tab->highlight TCP/IP->Properties), then have the MX record changed on your primary DNS server.
