how activate 'now safe to shutdown' screen?

I reinstalled XP on a friend's older computer.
The computer is not able to shutdown automatically, in other words the owner has to push the button to shut it down.
But since I reinstalled XP, the 'it is now safe to turn off your computer' screen doesn't show anymore. The screen just turns black.
Is there a way to activate it again?

I know that the power management is an integral part in the install process and I have a friend that had his turned off on his mobo and xp did not detect it correctly and did not install the correct files for it. Now his machine will not turn its self off. (He gets the screen you want). I have looked for answers for this and found that he can correct this by reinstalling and hitting I think f-8 at the start and selecting apm.. something. I can’t exactly remember right now it’s been a while. After all my reading I determined that the only solution was a reinstall there does not seem to be any other solution. I am not positive but I thought I would share what I found with you.
 
So you are looking for this for just aesthetical reasons? For looks?
