Hover Buttons don't show in IE

I have a basic website done in MS FrontPage 2003 (

In the left margin, I've created Hover Buttons w/ underlying links. These Hover Buttons appear on every page of the site. Some of my users complain that the Hover Buttons do not display - these users are using XP w/ IE 6 browser.

I notice that when editing any Hover Button in Front Page, an <applet> button appears at the top of my editor.

Is there a setting I can flip to ensure that the Hover Buttons appear to all users all the time? (Most users are OK)

I have had a look at the source code, as it appears on IE.
There does not appear to be any javascript to do the hovers.
