Hotmail Says Cookies Disabled but They Aren't

I can't get in to Hotmail/.Net. My PC was recently re-built and upgraded, although I'm still using IE 5.5.
However, Hotmail insists I have disabled cookies, but internet options > security etc shows them to be enabled on all sites. I also use Norton Internet Security, but that also has cookies enabled. Am I missing something ?
