Hotmail Problems !

A contact of mine has had problems with his PC and lost a few settings, which he has now restored. The problem is, he can't access his hotmail account. He has downloaded the latest security patches from Microsoft, but to no avail. It has also seized his Norton AntiVirus program too. Is this a know problem or bug ?
