Hotmail Outlook Express unable to create Mail folders

I have outlook express 6.0 using HTTP to connect to a hotmail account. I am unable to create any folders under the hotmail inbox or anywhere in the hotmail account from outlook express. I am also running Windows 2000.

Any help will be appreciated.

Is hotmail working correctly with OE otherwise? Is this the original hotmail or the windows live hotmail?

Yeah other than the ability to create folders everything else is perfect. I believe it is the live hotmail. Its what comes with a DSL connection from Qwest with MSN plugin for it.
