hotkey should start a new instances of explorer each time I press it.

I dont like working with the mouse. So I've organzied every thing on the PC for working with the keypad.
Also to start the desktop-folder.
I've made a link for my Desktop-Folder with the Hotkey Ctl-Alt-D.
In some Win98 systems, every time I press this hotkey, a new instance of explorer appears.
In other Win98 systems, every time I press this hotkey, always the explorer windows
i've opened at the beginning pops up from the background to the front.

Do you have any ideas what makes the difference?
