Hot to prevent Users entering Ship to Customer nbr in Bill to

Hi,
I have found that it is possible to enter a Ship to Customer Number in the Bill to Field on an order. The Ship to has another search type than the Bill To. How can I prevent them from entering the wrong Customer number i.e the shipping address instead of the Bill Address?
