Hot or not

Hi there,

Can anyone help me, Im after a system thats like hot or not.

Basic stuff really, want someone to be able to upload a pic and for other people to rate the pic or indeed post a comment on it.

I've literally spent days looking for such a system, the best ones are either dead or they want a stupid amount of money (well guess its not stupid if they can program it) but still I digress.
