Hosting VPN from Win98 OS

Hey,

I'm having some problems allowing incoming connection on windows 98 (SE). I'm used to my newer Windows XP. Im experiencing a problem where data is sent twice for the client side whenever I host, so I'm attempting to have the client host the VPN this time. Any help would be appreciated.
