Hosting direction in PHP

Hello,

I am wondering if anyone can explain to me why there are 2 paths in the php code below for the hosting of this website. I have changed the domain names below so the correct ones are not showing.

I know very little about PHP, or the way web hosting gets set up.

is the business who the website belongs to
is the hosting company for the website.

define('SITE_PATH', '/home/csa/public_html'); // also need to change in .htaccess's include_path
define('SITE_URL', '//define('SITE_URL', 'define('APPLICATION_NAME', 'website.com');

The second line is commented out. As you can see they both define the same constant, SITE_URL, so only one could apply. However, the second line is commented (//) and will be ignored. I guess when the hosting company put this script on they opted to keep the old define statement of their own site rather then completely delete it.
