Not too surprising that you haven't had any replies on this one.
Most hotels are too big for a Norstar and most motels are too cheap to buy a Norstar. As a result, most of us have never actually seen these features in action or even had a chance to play around with them.
I was pokin' around in my MICS 5.0 a minute ago though and it looks like you just build and apply restriction filters much like you would any other set except that the filters are applied to four different room conditions as opposed to applying them to the set itself.
I don't believe there are any provisions to restrict internal calls to other rooms though. The only way I can think of to do that would be to disable the set all together in maintenance or make it a ringdown (aka hot line set) to the attendant or to a mailbox with an appropriate greeting or warning.
