Hospitality question: E911 Kari's Law Compliance for phones that are Outward restricted.

Basically our management wants us to prepare for the enacting of Kari's Law regarding 911 dialing and PSAP accessibility from any phone, apparently to include vacant rooms. In our hospitality environment a vacant room is marked with "User Cntrl Rest : Outward" which seems to be blocking our call to 911.

Has anyone attempted to address this issue yet? Thoughts? Suggested readings?
