I would set up a multiple column report based on the groups only and set it to display across then down. Create a subreport that includes the group and detail fields. Add the subreport to your main report and set the link master/child fields to the group field.

You haven't shared your table structure so I can only suggest you create a query that has only one record per Group field. Use this as the record source for your report. Then set the layout of your report to two (or more) columns.
