Horizontal line not showing on last row before page break

I have a horizontal line at the bottom of each Details row. It is set to Move To Bottom of Section When Printing (although turning this on and off does not seem to affect my problem).

When the report breaks to a new page, the text of the last record on the Page 1 prints, but the line does not.

How do I make the line appear?

There is probably a better way, but, i have had this happen also when i needed a line after a group footer, I am not 100% what solved it, but seem to think that i worked around it by unchecking 'Move to bottom of section when printing', creating a subsection below the main section (so i had GFa and GFb) and putting the line as the only item in the subsection.
