Homepage in GPEDIT.msc

Is ther a way to set the local group-policy homepage (set using gpedit.msc) to pass the username of the current user to that page.
For instance, I want to set the homepage to be

http://localhost?user="%username%",

where %username% is the name of the currently logged on user. The webpage should then welcome that user.
