Home Page is not working!!!

Everytime I try to open IE it comes up with

I go to

http://www.stargazers.org/

and reset my home page but when I close out of the window it keeps coming back. It is very annoying and stalls my computer sometimes too. I got rid of it for about a week (I don't know how) but then it came right back. What can I do to get rid of the

for good?
