Hold music even though sources not configured

Even if you set an announcement as music it would have to be set in the music-sources. Do a trace of a call and get put on hold.
Does this happen on calls that go through a vector or for people put on hold? In theory you could have an announcement in a vector play music, that's not the right way to do it but it's possible.
