Hold button problem - Legend with Analog phones

I have just upgrated the processor card of a Merlin II system with a Legend processor card (CKE3 V7 R12).

The problem is the the Hold button on my analog phones (BIS-10) doesn't seem to work consistently or well. The hold button must be pressed down multiple times for the call to go on hold and the line to start flashing. This behavior is consistent at all locations.

Any ideas?

The Legend will not let you immediately place a call on hold; it waits for you to "finish dialing." After a timeout of about 3 seconds, it will notice you are done dialing. Or, you can press the octothorpe (#) key after dialing.

See if you can consistently place calls on hold by pressing # after dialing.
