History File Won't Clear/Delete

Windows XP, IE 6.0

I tick the Clear History Button, but it does not clear, I even tried to set the number of days to keep History to zero. Is there something I can do, or that I am not doing? Please help.

Log on as Administrator in Safe Mode.
Start, Run, CMD
rmdir /s "C:\Documents and Settings\username\Local Settings\HISTORY" (You need the quotation marks)
Reboot.

If it is the Administrator account that has the problem, you need to create a new account with Administrator privileges temporarily. Logon as this new Administrator type account.

rmdir /s "C:\Documents and Settings\Administrator\Local Settings\HISTORY"

Reboot and remove the temporary account.

In either case Windows will rebuild the folder automaticly.
