Since I know there are a few hiring managers on this board, I would like to pose two question:

1) Do hiring managers have to get approval from HR for a pay package they are offering to a prospective candidate? Does HR have the right to question this or turn it down?

2) Are signing bonuses commonly offered to candidates who are not satisfied with the offer's base salary?

In my experience;

1. Yes, HR have an employee budget / pay structure they need to adhere to.
2. Usually used for direct headhunts or graduates a.k.a. Golden handcuffs.

I suspect the answers to both of these questions depends on the company involved. What are that company's policies?

direct-headhunts" means not going through an agency. The applicant and the company are the only ones involved in the process.

They can do this because when a firm goes through an agency, the agency collects a fee for bringing qualified candidates to their attention (after they get hired). It can be a fixed amount, or more commonly, a percentage of their 1st year's salary.

So if there's no agency involved, there's more money available to the candidate in the form of a hiring bonus. Assuming, of course, that the candidate is very valuable and the firm really really wants them.
