Hipath & xpressions + NCO rules

HI all,
can someone help me to access xpressions NCO and configure the rules.
When i start NumberConversionAdmin.exe i got location tab. This is fine but when i want to change the tab to e.g. "Localization" i got a popup window asking for a password.
When i enter the same pwd i use for expressions i got access denied.
Does anyone know where to change or set the password?

I noticed also that the rules are stored in NCOMainTree.xml but to change the file manually is troublesome for me.

I need to seup some rules for Areacode and internatioanl calls.
