Hipath 4000 - rejecting some calls from a Cisco router

Hi,
Call flow:
PSTN > PRI > Hipath > BRI > Cisco router (CallManager Express) > BRI > Hipath > local phone

Siemens is rejecting the incoming call with Cause i = 0x859C - Invalid number format (incomplete number).
Below you can see the ISDN messages log from Cisco:

I can see that the only difference in the SETUP message between working and not working scenarios is Progress Ind i = 0xA190 - Reserved value in the not working one.
Do you know which Hipath setting is responsible for rejecting this call?
 
A 4K trace would be more useful, can you post one? Trace 8 would be fine.

You said PSTN - 4K - Cisco - 4K is bad, but Cisco - 4K is good. What about 4K - Cisco - 4K ?
