Hipath 3750, can't transfer with an analog line

I've got a Hipath system that can't transfer using an analog line. I'm at another in my area, came here just to verify a supervised transfer is simply hookflash, dial the extension, announce the call, go on hook. At the remote site having trouble, the analog line attempting the transfer will ring back after going on hook, connecting to the original caller. Compared settings, everything looks the same. I wonder what could cause this? I didn't think transferring could even be restricted.
 
Upon further investigation I found a transfer can't be done from any phone, analog or digital.
 
In station settings make sure transfer on hook is enables
Also in flags make sure transfer is enabled

It will depend on software level on the system as they changed it from being a system wide option to extension based. You might have to check both flags and extension settings
 
The site was able to transfer internal and outgoing calls, but not incoming. Recently I set some channels on the T1 as incoming only, and removed them from the outgoing trunk group (route). A call coming in on those channels could not be transferred. I created a new route with the same attributes as the outgoing route and assigned the incoming trunks to that route, rather than 'None'. Incoming calls on those trunks were then able to be transferred.
