Did you try creating a HOTDEST that only has that digit? A HOTDEST can be assigned on only one phone. Might also be called off hook recall or something similar.
It's a shot in the dark, but in my organization "0" goes to the central switchboard so I know you can have them set to single digits, but if in your organization that grabs an outside line it might work. I would be interested to know if it does.
