Not sure if there is a quick way but what I do follows:
1. Select the text you want highlighted.

2. Open the Character pallet (command T on Mac).

3. Open the pull out pallet and select underline options.

4. Check underline, turn on preview, increase weight to about 3 pts above your text size then reduce offset until your "highlight/underline" is behind your text. (change the "text color" to better see this preview)

5. Deselect
 
That was good.

Wish InDesign had more artistic stroke effects like the brushes of Illustrator. It would make a nice effect.

And...if you're going to use this a lot, simply make a Character style of this styling. For down and dirty application, you could just use the eyedropper to apply this style to all of the text you want "highlighted.
