Highlighting an active link

Hi all.
Is there a way to state when a link is currently selected to change it's background or state?
For example,

http://news.bbc.co.uk/1/hi/in_pictures/default.stm,

shows the In Pictures section link as being a gray background with an orange border (on the left) when selected
I would love to be able to do the same with

http://eye-floaters.com/contact.php

but with CSS or something.
I currently use a PHP include to repeat the relevant menu bar on the left to any related pages.
