I'm new to MS Project and am taking over someone else's project. Why are some of there start/finish dates highlighted in blue on the Gantt Chart? I figured out the red highlight was past due that had not been completed. - but what does blue mean?

Format | Bar Styles ...

You didn't give enough info for an answer but I've pointed you in the right direction.

I'm not talking about the bars, but the actual start/finish dates. All task dates are in black except for 8 tasks which are blue. The task dates that are in red obviously mean they are not complete, but what does blue mean?

On the Gantt chart itself -- or in the columns of the data to the left of the Gantt chart?

For the Gantt chart, I should have given you Format | Text styles.

"The task dates in red obviously mean they are not complete". No, they don't. It could simply mean that the person chose to display text to the left (right, up, down ... you didn't say where those dates are) to be red.

For the columns to the left of the Gantt chart you'd need a VBA macro to conditionally set the font colours.
