I see this on some of my router interfaces:

Input queue: 0/75/2172234/0 (size/max/drops/flushes); Total output drops: 0

I saw I could increase the input hold-queue size above 75, but is this the right thing to do in this situation? Wouldn't QOS be the better solution?

Generally packets are only passed to the input queue in the event there is no cached route entry for the packet in question albeit this does depends on the model in question. QoS won't really help with this situation. Can you confirm the type of router you are using and he version of IOS on that router?

Have you enabled CEF on the device and on all its interfaces in question?

I'll look around and post some Cisco URLs related to this issue to help you better understand what you can do.
