Hierarchy Prompt Min / Max

The min/max qualification for hierarcy prompt does not work. For example, create a new prompt and choose 'Choose from all attributes in the hierarchy' option. Select a hierarchy, then check the box 'Choose default prompt answers'. On the next screen, check Minimum qualifications, and Maximum qualifications boxes and set both to 1. Use this prompt on a report and you will see that the prompt allows more then 1 answer.

Why this is needed:

My client has a location hierarchy with this path. Area -> District -> Location. Area has dozens of districts. Districts have dozens on locations. What the customer wants is to use a hierachy prompt to drill down to a specific location, but only allow one location to be allowed in the prompt answer. They want to use the shopping cart feature but must have the min / max setting working.

Is this a product defect? Is there a work around for the above functionality without the customer answering multiple prompts (prompts within prompts)? Can the xsl for the shopping cart prompt style be modified to set min / max function?
 
the minimum or max qualification here refers to the number of filters you can choose from different parts of the hierachy. For your example, you will not be able to pick district=1 OR location=3. But you can pick District =1 or 2.

Prompts in prompts are your best bet here, not ideal, but at possible.
