Using the Admin version, you can make the users' User Class Read-Only to reports. Go to Catalog | User Profiles and select Governor. Then select the end-users User Class and uncheck the box "Create/Edit Reports". They should then lose the ability to edit, create, modify, or save reports.
It's also a good idea to make the production reports read-only at the O/S level, so you don't change them accidentally. You can always change it later if you need to make a deliberate change.

Sorry to butt into this thread with a related question. Am I right in thinking that there's no way to stop the message 'This report is being used ... A copy will be made' once you make the report read-only

Wunderbar. At a recent Cognos user group I happened to be sitting next to a very senior Cognos technical person and asked him about making reports Read-Only mentioning this error message and a) the annoyance for front-end reports and b) the major problem associated with macros. He couldn't help. I never thought to check the Cognos KBS after that.
This forum is fantastic, mainly thanks to you Dave. It's main drawback that it can make people incredibly lazy - why bother trying to work it out or looking in the documentation when good old Dave is there with an excellent free service? Not that I want you to stop, it's more of an appeal for there to be more give and take, with people answering questions as well as just asking for help.

I appreciate the kudos. There are others here that provide excellent ideas and guidance. I'm a novice with Decision Stream and barely adequate with PowerPlay. CognosProfessional, nagrjm, and others have been picking up the slack there.
It is challenging dealing with the gamut of questions, from the very naive to the technically challenging. I try to ignore those questions that indicate the user is too lazy to open the manual.
I also avoid giving straight code answers to macro questions, so that the end user has to develop some understanding of what they are doing, not just copying someone else's work. For someone that is trying to understand, it's that little help when you are stymied that can make the difference.
