Usually you can not. That [tt]titlebar[/tt] attribute was supported by old browsers. A reasonable explanation can be found on Blooberry : "Only allowed by secure scripts".
Personally I hate any similar tries. In my FireFox when a script opens a new window, it can disable nothing. My browser has to inform me and to give me access to its functionalities. And I think webmasters should support those features instead of breaking them.
If you're opening a window that you don't want them to close then just use a custom popup div in your page - that's probably the preferred way of handling popups anyway - you get more control over them (i.e. no tilebar) and you won't have to fight with popup blockers.
