Hide Drive C - Users have access to C:\Temp GPO

Hi..
Have a little problem...I want to restrict access to the local drive C for all domain user accounts...in so doing, I hide the Drive C, but allow users access to ONLY the C:\Temp - where they Read/Write privileges.
Any help will be great.
