Hide Control Panel on Start Menu

Hi,

I try to hide the Control Panel on Start menu, not the Print and Fax menu so users cannot have access to it. How can this be accomplished? I just want to hide Control Panel from normal users, not from the Administrators. Thanks.

 
Is there a way to do it without using gpedit.msc because this machine will be controlled by SMS under a different group policy? Thanks.
 
You can do it manually, by right clicking on the start menu button, select Properties, then click on Customize then on advanced.

The first option there should be Control Panel, just select the "Do not display" option to remove it from the start menu.

See if setting a New Value called NoControlPanel (for the Key with the same name) with a Value Data of 1 does anything?
