Hide c:\windows folder

Ok, our students are using the host file to get access to the internet. For political reasons they are administrators on the workstation. I need a way of hiding or restricting access to Windows or system32 that will not prevent application access and installs. I don't want them to get to the host file. Any suggestions?
 
If they are administrators, anything you do is pointless, as the administrators can just undo whatever you do.

If you want to restrict them, them by definition they can't be administrators.

Even if you did, how would you prevent other admin users, like the real admin users that manage those computers and need access to it from having the same limitations your impose on your students accounts?.

Ignorance is not necessarily Bliss, case in point:
Unknown has caused an Unknown Error on Unknown and must be shutdown to prevent damage to Unknown.
