hidden internet history? fact or fiction?

i've heard of this all over the place and i was wondering if it really existed and how to access it so i wouldn't have to spend money buying those internet washer things. any help would be greatly appreciated

Howdy:

Index.dat keeps a running track of everything.. It can be deleted through DOS or one of the "cleaning" programs such as Windows Washer by Webroot.
