print NADAP table and the Extension CAT (EXDDP/KSDDP/GEDIP).
Go to CALL DISCRIMINATOIN DATA set in NADAP.
Verify EXTERNAL/INTERNAL number & CAT against it.
If the CAT of EXTN 32564 is showing against 09 number, remove it using NACDR.

In this scenario, the extension 5511 (CAT=4) can not dial any of these numbers which starts with "00, 010, 011, 014,018,04", if dialed, it will show "number barred"

That's not correct Monrovia, the CAT 4 does not relate to the NADAP entry.

the TRAF settings in CAT 4 relate to the NADAP, so you need to check the TRAF settings for night and day in the CAT, then that setting, if it is 04, cannot dial the number

Your TRAF 04 for CAT 4 means user can't dial 0. Change the CAT of the extension to a CAT that has TRAF 07 or 08 to dial all the 0 numbers in your NADAP,

Many of the CATs I have seen is like what I mentioned [ CAT=4,TRAF=040404 / CAT=5,TRAF=050505}, so I was thinking in that way.
