Hi help with photoshop 7 layers

hi im new here i joined today hi to all.
I have always had this problem basically when i use lots of layers, what happens is that , when i want to put a layer in front of another one, it goes behind it and this drives me nuts, is there any soultion does a layer lock or something?
how can i prevent the layer going behind another one in stead of the front and vise verser.

on the layer tab you can click on any layer and drag it above of below

What version of PS do you use? Does this happen while creating new layers? Have you tried using layer groups? Can you try to explain in another way? From your post, I cannot discern your question/problem...
