Leased line would always be better, as the line is entirely yours without being switched through a providers network(which also carries other peoples traffic)
Leased line is usually a lot more expensive though.
It would all depend on whether or not you required it(Eg is it for any time critical data that would mind a bit of latency)
We have excellent service with Sprint Intelligent Frame Relay. They do not have a CIR, per se. They guarantee up to 95% of port speed prior to congestion...and build their backbone to support it.
Works well for us, and we have VoIP and video both using it with no issues. We use Cisco routers on each end of a hub/spoke topology.
Choosing between Leased Line and Frame-relay is tricky. There are various factors that needs to be considered. Most of the times, yes leased lines are costly, but say for shorter distances between two sites, you might end up having a leased line less costly compared to a FR connection. If you plan to expand, say to 50 or 100 sites (arbitrary numbers selected for this example), you can definitely think of going for a FR connection.
Imagine you have 50 sites, you go for a solution where 50 point to point leased lines (one each for each site) come from the remote to the HUB. You would need 50 physical ports on that router to terminate this kind of setup.
With a frame-relay connection, you can configure 2 or 3 interfaces and terminate 50 virtual circuits on to these interfaces. You see the difference in how much cost savings you just made, by switching to a FR connection ???
