1. get your self an SMSC(sms server, part of a telco network).
2. Get an sms api e.g. SMS.jar from Noctor Consulting
3. code.
4. test
5. sms away to your heart content
On a serious note, unless you have the hardware to enable you to transmit sms messages to the network, give up now. Otherwise just get a copy of an api as referenced above and its a VERY straight forward process. The code required isn't complex at all.....
