Hey guys, please help me to figure this problem or issue with OE 6.0?

Hello friends, Just recently I upgraded from a Duron 1200, 256-32 shared video=224 Ram, running win '98, to a intel Celeron 2.4, 512 Ram, running XP SP2, it runs good, but ever since it was set up, I have not been able to use Outlook Express 6.0.

When I go into OE 6.0, I send/receive, and I always get this same error from outlook express,

"Unable to logon to the server using Secure Password Authentication. Account: 'Jason', Server: 'pophm.sympatico.ca', Protocol: POP3, Server Response: '-ERR command not implemented', Port: 995, Secure(SSL): Yes, Server Error: 0x800CCC90, Error Number: 0x800CCC18"

I've used xp's "help & support," trouble shooting OE exaustively, spent over an hour on the phone with my ISP confirming all the server info is right, and I still get the same error... Can anyone help? My firewall and anti-virus, is Norton security, but I did try OE with NIS disabled, but then again I don't like using OE without NIS.....
