Assume in a client server environment, a person accessing the files in server. Is it possible to find how many changes he is making in the file.
 
You could create a program that they must use to access and edit the file that also logs the changes to another file.

Otherwise, you can archive the original file (before changes) and use something like the WinDiff utility (in Windows NT) to see the differences between the archived file and the updated file.
