HELP with Word 2003 format paragraph in a style

I created a template in Word 2003 with custom made styles. One style "heading 1" is formatted to have 12 points before the paragraph and 12 points after. HOwever, when applied it only has the 12 points after. I have tried everything and checked every setting I could think of. Anyone have any ideas?

To add more info, the paragraph before the heading has 12 points after it, so I think it is taking that 12 points into consideration, which I don't want it to do! When I change the heading to have 24 points before, it then makes the space 12 points before since the paragraph before has the other 12 points. Is there a way to turn this off!!!???

 
I have seen, but can't find at the moment, a set of rules about this. Bottom line is, I think, that you can't change the behaviour.
