Help with Trojan.StartPage virus 2

I have a pop-up on my desktop that says: "Norton Anti Virus has detected a virus on your computer"

Object Name = c:\winnt\system32\ctrlpan.dll
Virus Name = Trojan.StartPage
Action Taken = Unable to repair this file.

Any suggestions on how to take care of this problem - is it really a problem ?

Essentially, disable system restore, boot into safe mode, scan, have it clean it, reset your home page, reboot, turn system restore back on.

Both CARRR's reply and XEMUS were quite helpful. CARRR's was a direct response to kill that particular virus immediately. XEMUS solution makes me feel confident that it, and all similar viruses and their remnants, are gone ... THANKS !
